What is prior to what: Arvut (mutual guarantee) between us, and dissemination to the world?

First of all, we need to reach Arvut between us and we need to be involved in inner dissemination as the first thing. In parallel, we need to be as the Messiah’s horn and be involved in external dissemination.  But the inner form of the connection between us influences the whole world.
